You could use a distressed font for the text.
Then use a layer mask on your stamp design to make it look smudged.
Try duplicating the layer and lowering the opacity.
You could also rotate another duplicated layer slightly and lower it's opacity as well.
I would use a splash or water color brush, for painting in the layer mask.
Being sure to set the brush opacity to 50% or lower, while painting in the layer mask.
Using more then on layer, will help to make it more authentic looking.
Once completed, export as a .gbr or flatten the image, setting the image mode to Gray Scale and then exporting as .gbr.

Rubber Stamp Smudged Effect?

How can I make a brush that gives the effect of a smudged rubber stamp, like the ones below? I know I can make circles and such, but it's the smudging I'm not sure how to do.
