I don't think so I think it would just uninstall 2.10 so you'd have to install 2.8

Just attach image file (while editing your post you can click on attach tab at bottom and choose Add files).
For sharing videos I just upload to youtube videos and share the link here or click youtube button while editing your post and enter the youtube video ID in between the youtube tags.

if GIMP 2.8 works great for you then there's no real reason to change to 2.10
