Just a thought - since the filter uses Gmic to apply some of the textured effects wondered if you had linked Gmic to your 2.10 version.
I don't know if this scm is connected to GMIC, it may be. I installed it for years and I was surprised it worked well.
Anyway, how could I know it? What should I look for?

There is a reference to the Gmic filters in the text of the scm file.
If you have Gmic installed and can use those filters from the Gimp menu then the problem lies elsewhere.
If not then Gmic should linked via the preferences option in Gimp as per the instructions on the Gimp website.
I currently do not have Gmic installed.
