I just did the tutorial you suggested manually to see what steps are involved.
I personally wouldn't turn that into script because it involves a manual adding of image of planet earth.
But here's my result for that tutorial (Nice find btw).

Nice work Tim, glad you spared me the trials of trying to create that filter, I'll look for another process. Yep, why not put the image to lineart out there?
