Richard - it is a combination of experimentation and serendipity. The example XCF file below contains 3 separate layers - bottom layer a monochrome photo; a filled middle layer (5e0e03) in Overlay blend mode and the top layer is a rough oval selection of the girls face, selection, then inverted and a gradient (f6998c) applied using FG to transparent with Shape set to Shaped Spherical and the layer blend mode set to Value.

The isolation is not perfect but it seems to work OK in this image.

RJKD, please forgive me for simple questions but it seems that I am fuzzy brained while following the tutorial as others do not seem to have a problem.
Am I pixelating the image layer?
On Which layer am I using the layer effects?
I ask because I have tried different ways and still have a poor outcome.

Pat, yes you have to pixelate the image layer and use the effect on it.
After that you can delete the polka dot pattern layer or make it invisible.

Thank you, RJKD for the instructions. I still think Fuzzy Brain is my working theory. I followed your instructions the same way yesterday and could not get a decent outcome. Today, I did the same thing, or thought so, and no problem. I think I'm ready for the farm! Oh Well. Here are some of my trials. Let me know if you have any pointers.

With the second one of the same photo, I did not pixelize. It gets better clarity, I think. I know on some images will probably need to do so to get dot and pixel color to match. I'll just see how it goes.

I've tried a few things out Pat, may I suggest before you make your selection (click on the white with select by color tool) - zoom in and make absolutely sure you are selecting white not the black in the pattern.
Then just follow on - invert selection - delete pattern layer - on the 'image' layer - press delete - select none - run the Layer FX.
Also ensure your image has an Alpha Channel at the start.

It brings to mind how I banged my head for days and days on 'Triple Nested Animations' and you got it straight away, you were very helpful.
