As always the outcome depends on your image.

That is using linux, for Windows samj once compiled the plugin for both 32 and 64 bit. Pulled out of my archive.

Unzip. Use the appropriate version. Find in Filters -> Blur -> Toy

GIMPER,
I think since the structure is in focus at the bottom too, some trees along that are horizontally to the base of structure should be in focus as well.

Thank you very much Rich! I used the "Toy" on this image. I need to practice as I had trouble getting the object focused and the rest of it blurred but here is my outcome. I like this script and will try some more!
