It's not perfect but i think it's close. Open to suggestion(s) on improving the process.

1. Take a color image.

2. Desaturate

3. Change contrast so that it's higher contrast.

4.Image -> Mode -> Indexed (Use black and white 1 bit palette with color dithering Floyd Steinberg (normal)).
5.Image -> Mode -> RGB.

6.Filters -> Blur -> Gausian blur (4 pixel radius).

7.Filters -> Enhance -> Unsharp mask (radius of 1 and amount of 10).

I've given it a whirl and it's more achievable with a print image, rather than a photo image.

Interesting effect, my stab at it.

The gmic filter Black & White -> Charcoal incorporates a good bit of dithering.

With suitable values then bump map the result against the colour image. Paint the hightlights out of the nails first.

Using standard gimp, try the photocopy filter.

This one

Image

Desaturate, layer on top (overlay mode) in a pattern giving a half-tone rather than dither, feed the result to the photocopy filter.

1) Adjust brightness +58
2) Filters - Edge-detect - Edge - Sobel 8 black
3)Colors levels - Output 0 0.98 185
4) Colors Threshold - white slider to 185 (ish) this is the key
5) Create new transparent layer move up and merge down
6) Add white layer mask. On image select by color black. In mask paint black H100 x 100px (this gives a white outline) Apply mask.
7) Invert colors
8) Add white layer as background
