I work with gimp 2.8
it is apparently a new tool that maybe only works with 2.10, so I'm not sure if it can work with 2.8
I hope it works with 2.8
Thanks in advance,gimper

Artworks created/edited using GIMP
I don't know if you know, but maybe you can find the same features in Filters> Distorts - IWarp filter. (Not sure of its location).
They are both the same filter, with the appropriate updates for each version.

If after testing the iWarp filter you still want to try the Warp transform toll, just say how (where) I send a copy to you.

with the help of pocholo on gimpchat I was able to make it with filters- distors- Iwarp
Since you have Gimp 2.8, If you use the IWarp plugin; Have a selection on the little sphere and use the IWarp plugin. On the option check "Grow" and slide both lever to the Max and click 5 times. it will give you the same result as the "Warp Transform tool". "No biggie".
Found this photoshop tutorial on this subject.
